Mr. Donio is the President/Business Unit Leader of CBIZ KA Consulting Services, LLC where he is responsible for overseeing a wide range of consulting services to clients in the healthcare field. Mr. Donio has expertise in the areas of managed care recovery services, Medicare cost report services, budget and reimbursement services, HMO and payer consulting, charge description master services, clinical coding services, compliance support and monitoring services, medical records (HIMS) services, Medicare and Medicaid denial services, documentation and operational support services for the emergency room department, patient accounting services, business plans and feasibility studies and pharmacy charge capture process.

Mr. Donio conceptualized and designed CBIZ’s RAC R4 ReportsTM and RAC Readiness Assessment Program currently in use by hospitals across the country and by several national consulting firms to supplement their RAC services. Mr. Donio is an acknowledged expert in the areas of cost and managerial accounting and has made presentations to numerous professional associations on across the country on both topics. In addition, Mr. Donio has done extensive consulting and product development work in the area of quality and cost management, focusing on the alignment of incentives to promote efficient and cost effective healthcare delivery.

Mr. Kelley serves as President of KA Consulting Services, A division of Panacea Healthcare Solutions. He has more than 30 years of experience in the healthcare financial management industry as a practitioner and consultant. His areas of expertise focus on revenue cycle management and process improvement, revenue compliance, modeling and implementation of new reimbursement policy, managed care recovery and negotiation, charge description master review and redesign, and decision support design and implementation. Mr. Kelley has a varied background in healthcare financial management that provides him with a unique skill set to assist his clients in meeting their goals.

Mr. Kelley has been key to the development, design and oversight of KA’s dynamic revenue compliance tool (The RAC R4 Reports™). This tool enables hospital clients to identify both compliance risks and revenue opportunities working closely with clients to institute corrective actions and monitor results for lasting improvement. In addition, he has assisted in the design and implementation of consolidated charge description masters for major hospital systems, developed and produced an integrated solutions based decision support system that has assisted client hospitals in significantly reducing average length-of-stay and in reducing key ancillary costs. He has increased clients net revenues by recovering managed care underpayments and recalibrating charging structures to ensure his clients receive the highest level of reimbursement. Mr. Kelley has been a featured speaker regionally and nationally on many topics impacting healthcare financial professionals including the Medicare outpatient prospective payment system and Recovery Audit Contractor (RAC) Preparation and HIPPA Readiness.

Mr. Juan Chico is an Executive Director at KA Consulting Services, LLC. He oversees the eligibility services product line for KA and oversees the budget, staffing and profitability for each eligibility client. In addition to the above mentioned responsibilities, Mr. Chico is intimately involved in the marketing of the product line, the contractual negotiations necessary prior to implementation, and all audits. Mr. Chico, who also speaks Spanish has spent more than 21 years in healthcare. Mr. Chico has considerable expertise in regulatory affairs for enrollment on both the local and national level. He produces and organizes educational materials and seminars to address the changes in Medicaid and local regulations.

In addition to his responsibilities, Mr. Chico developed a tracking software program to track aging of accounts, efficiency by staff and improve overall productivity in the eligibility product line.

Mr. Parker, an executive director with KA Consulting, LLC, has more than 20 years of experience in the industry. He has diverse expertise in healthcare financial management and formerly served as the vice president of finance at a 300-bed facility, Mr. Parker has extensive experience with public and private reimbursement both as a consultant and as a provider. Working closely with KA Consulting’s financial reimbursement services, he provides vision and direction for KA’s profitability assessments, managed care financial analyses, charge setting, budget and reimbursement services, revenue cycle operational reviews, revenue and expense benchmarking, RAC data mining and corporate compliance services.

In addition to his responsibilities of client management, Mr. Parker has developed a benchmarking product (PLANR) that facilitates communication between financial and clinical experts. He is also very involved in the development of product line, payer specific and physician profitability studies and utilizes his experience to assist hospitals in bringing the necessary constituents together to manage products and services. As VP of Finance for Robert Wood Johnson University Hospital Rahway, he led managed care negotiations and financial performance objectives.

Prior to joining the firm, Jeff was employed by BESLER Consulting for 15 years where he served in a number of roles including the Chief Operating Officer and Director of Sales and Marketing. In addition, Jeff worked for 13 years at KREG Corporation, a provider of Healthcare reimbursement and decision support software solutions.
